You don’t know what you don’t know.

- You keep tweaking by adding new photos, a different headline, a page you’re not sure you need, but nothing changes because you’re not sure if those were actually the problem.

The reason those don’t work is because they’re cosmetic fixes. A new photo won’t make it clearer what someone gets from working with you. A new page may not make it easier to understand your offer.
